Fear is Patriotic.

Back in 1776 (or thereabouts) Paul Revere scared a lot of people by screeching about a British invasion. That was good. People got up in arms and won our freedom.

So if we scare a few people, we're all right with that. Though we don't want you to get up in arms anymore. We'll do that. You just pay the bills. And supply the recruits. And don't try to micro-manage (if you demand accountability, the terrorists will win!).
